The process of how bills move from issue and debate to written form for a vote is often a mystery to casual watchers of American legislation. However, understanding this process is crucial toward advancing environmental progress, which often comes through highly-technical, scientific legislation. Our January 2023 Workshop Session will be focused on learning and discussing this process by which broad environmental bills are written and narrowed into effective law. We will be joined by Ms. Kakuti Lin a lawyer from the House of Representatives' Office of the Legislative Counsel. Ms. Lin specializes in writing environmental bills ranging from emissions reductions to water quality.
